Marine Drive Apartments Manager Resigns

Female tenant claims Henry Littles wooed her, plied her with gifts, left her. Did his bosses know?
Let’s dispatch with the titillating details of this story and then move on to its substance.
Henry Littles, who until Friday worked for Erie Regional Housing Development Corporation as manager of the Marine Drive Apartments, has resigned amid allegations that he engaged in a months-long affair with a female tenant of the complex. Littles is married with children.
The Marine Drive Apartments are owned by the Buffalo Municipal Housing Authority, which hired EHRDC to manage the property in 2006, after the disastrous tenure of the previous manager, HKMDA, LLC. Littles is a longtime supporter of Mayor Byron Brown, who exercies considerable control over the boards of both BMHA and EHRDC. EHRDC hired Littles to manage Marine Drive.
According to the woman, who wishes to remain anonymous, the affair began in March 2009, when Littles began sending her underwear in the mail and asking her on dates via text message. As the affair intensified, she says in a statement, Littles assured her that his marriage was headed for a divorce. She says they sometimes met in Canada and other times used vacant apartments in the Marine Drive complex for their rendezvous. Sometimes she’d visit him in his office.
She claims that Littles arranged for her to move into a bigger apartment in August 2009, despite her being behind on rent for her current unit in Marine Drive. She says he provided her with a cell phone on a plan that included him and his son, and paid the bill each month.
In December, she says, Littles’ wife found a silk robe Littles had given her as a birthday present in his truck. After that, she says, Littles’ attitude toward he began to change. In January, she discovered she was pregnant with twins. Littles told her he couldn’t be the father because he’d had a vasectomy; she insisted that she had slept with no other men in the six months they’d been dating. He offered to pay for an abortion. She says she called him, worried, from the office of Dr. Shalom Press, and he replied, “This is the best thing to do…as I said, I’m not interested in any babies.”
She went through with the abortion, then suggested they suspend their relationship until he had divorced his wife. Littles then broke it off, and the woman decided to make her story public. She provided a statement describing the relationship, along with more than 1,000 photos and text messages, to residents of Marine Drive who have been critical of Littles’ tenure as manager. She emailed her statement to a wide list of recipients last week.
Littles denied the allegations to a Buffalo News reporter and claimed that the woman would recant; he did not respond to a request for comment from Artvoice. Michael Seaman, chair of the BMHA’s board of commissioners, told the News that the board had received her statement on Thursday and “confronted” Littles about it; Littles resigned the next day.
So there are the sordid details. But there’s another story attached to this one, which begins last fall. Some residents of the Marine Drive Apartments claim that they sent letters last October to the boards of ERHDC and BMHA, and to the New York State Division of Housing and Community Renewal, the state agency that oversees BMHA, describing and expressing concern about the affair. The letter was occasioned by a complaint by a resident who paid a $100 deposit to reserve a common room for a Halloween party. Littles, the complaint alleges, cancelled that reservation and gave the room instead to the woman with whom he was having an affair. The resident who’d made a deposit on the room a week earlier filed a complaint, in which she claimed that the woman sleeping with Littles boasted that Littles would do anything she wanted him to.
According to Joe Mascia, a resident commissioner of BMHA and a resident of the Marine Drive Apartments, the complaint was forwarded to officials at BMHA, ERHDC, and DHCR. He says his wife called Seaman directly about the matter. Mascia says their concerns were met with silence.
Michael Rivera, president of ERHDC’s board of directors, denies having learned of the Littles affair before the morning of Thursday, May 20, though Mascia insists that Rivera was an addressee on the materials sent out in October, along with Seaman and Dawn Sanders, BMHA’s executive director. “We were utterly shocked,” Rivera says, “especially because, as far as we’re concerned, he’s done such an excellent job on managing the property. He’s done some real good work there.”
Rivera says that he convened members of the board’s executive committee to discuss the matter on Friday. They subsequently learned that Littles had resigned, and on Monday presented the facts as they knew them to ERHDC’s entire board of directors.
The Marine Drive Apartments foment some complicated politics: Many who live there would prefer that the complex return to being a resident-managed coop. Developers have long lobbied the city to sell the valuable waterfront property. Mascia is known as a fervent critic of the Brown administration, Littles, and EHRDC. (In her statement, the woman says that Littles specifically warned her against talking to Mascia about their relationship, and she says Littles was fearful of encountering Mascia when he visited her apartment.) There’s no disputing, however, that management of the Marine Drive Apartments has improved under EHRDC as compared to HKMDA: Vacancies, debt, and uncollected rents are all down. Littles has his critics—Rivera describes these as “malicious and bad” elements determined to undermine Littles’ management—but he has supporters, too, among Marine Drive residents and among the agencies to which he ultimately reported.
Rivera argues that one of Littles’ achievements was standardizing a process for receiving complaints, such as the complaint filed in October 2009, so that all complaints are read and addressed.
“He was on top of everything,” Rivera says. “He reported everything to us…but you can’t believe the negativity in response to this man from some people. Complaints, complaints, complaints. I said to him, ‘Henry, some of these complaints are slanderous toward you.’”
Maybe Rivera didn’t learn about the affair in October. (We sent an email asking Seaman, the BMHA board chair, when he’d first learned of Littles’ relationship, but at press time he had not responded.) Still, Mascia says Rivera’s name was on that October 2009 letter in which residents brought the affair to light. Attorney Bill Trezevant, who was recently appointed to the ERHDC board by Ellicott District Councilman Curtis Haynes, spent the early part of this week underlining for his fellow board members his concerns about the legal liabilities to which this issue might expose ERHDC. On Monday, May 24, Trezevant wrote: “I am concerned about the Board’s vunerability to any lawsuit which might be initiated. I am further concerned that there has been mention of a ‘severance package’ for Mr. Littles as a result of his apparent resignation.” Trezevant asked that the board convene a special board meeting to discuss the matter, and added, “I for one, am not interested in being the subject of lengthy depositions as a result of Mr. Littles actions without a full and complete discussion.”
“If these allegations true, we want to make sure that he did not abuse his authority,” Rivera says. “That’s it. And we’re investigating that right now.”

As a resident of Marine Drive all I can say is NOTHING surprises me about Mr. Littles. I went to the office earlier this year regarding a problem with another resident I asked about the policy regarding this particular issue and Mr. Littles responded , and I quote " I don't know . I will have to read the lease and get back to you ". ( MR. Littles had been manager for 3 years already). Needless to say, he NEVER got back to me. Marine Drive is an amazing neighborhood with , for the most part , wonderful people. If this woman had photos amd texts , and Mr. Littles knowingly blamed his termination (resignation ) on Mr. and Mrs. Mascia, shame on him.

I am puzzled why Geoff Kelly's powerful reporting on ths latest BMHA/Marine Drive scandal has elicted so little response. It would appear that an obvious solution to the endless intrusion of city hall politics into (low income?) waterfront housing would be to turn it into affordable taxpaying co-op housing. Is the promising Queens Landing initiative led by atty George Grasser totally dead? And what is happening with the somewhat controversial BMHA election of two tenant-elected representatives to the BMHA Board currently under way? I just learned that votes on ballots sent out May 24 to all BMHA tenants 18 years & up will be counted by the League of Woman Voters (LWV) on June 11, not June 8, as I had previously been told. Will there be a forum for the four tenant-candidates running (Joseph Mascia, Leonard Williams, Elaine DiAllo & Rudolphus Boans), as has been sponsored by LWV in the past? Are Marine Drive tenant Joseph Mascia'a 30 liens, eight since he entered his first of two terms the board in 6/2006, an issue in the election, or not? Has there been any discussion of the Mayoral-appointee vacancy (of 5 Mayoral appointees) on the 7-member board since October 2008? Is the Mayor trusted to appoint an authentic advocate for the poor, after his Deputy Mayor, 'Poverty & Blight Czar' Donna Brown has been such a crushing disappointment? Why is there so little discussion of issues important to Marine Drive residents, all of the city's poor, & taxpayers who fund BMHA year after year at incredible cost? Richard Kern

Mr. Kern, Did you read the story about Joe Mascia Here in the ArtVoice? No, his liens are not an issue. You sir, are a delusional crank. I'm not so sure you are not a sociopath. I remember your name in connection to the replacement of mangement at Marine Drive. Because of your so called social conscience Hutchins/Kissling came to manage. A great crew they turned out to be. The city is still looking for the millions they stole. Bills were not paid, and good tennents could not leave fast enough. I thought you moved out of the city. Your exploits are well know, so are your housing violations and your charges for harrassment. If only I had so much influence as to ever have had ANY impact on BMHA, ever, I would die happier! As a social worker, long distressed about Bflo's booming 'poverty industry', I did try hard to focus attention on massive mismanagement & legendary discrimination against minorites & families at Marine Drive. But I had nothing to do with change of managment at MD, never having met nor spoken to anybody involved with Hutchins-Kissling. I am not yet satisfied that Mr Mascia's liens "are not an issue". Mr Littles has denied there was an affair, does his denial also end that 'issue"? I have described my concerns about Mr Mascia's liens in the profile of him below. Is it known whether the vacancy & rent-arrears issues during the previous administration at MD have been resolved? It is disappointing that there is so little discussion of Geoff Kelly's hardhitting reporting on MD, as in important BMHA election is quietly under way. As one of few willing to talk about BMHA's massive waste & 'unfair housing', I would appreciate hearing from anybody who has information they are fearful about posting. Oh Kearns, you are so transparent. So, if I understand it, you originally were against the Smiths because they were discriminating against minorities and families. But now that there are families and minorities at Marine Drive you want it to be sold to the "promising" initiative "Queens Landing". My God, just what do you stand for? If only you were so concerned about the appointed commissioners at BMHA, I may have more faith in your "concerns" regarding Mr. Mascia. The difference between Littles and Mr. Mascia is that Mr. Mascia never lied about any financial problems he has had. Mr. Littles, on the other hand, has denied his affair but was given the choice of resigning or being fired. He resigned, I guess that says it all. As it was, the Buffalo Police had to escort him into the Marine Drive office to get his personal items. I'm sure that with all of the things he has on the Mayor, the appointed commissioners and executive staff at BMHA and his cronies at ERHDC, he will find a soft spot to land. His drinking buddies can't afford not to take care of him. Kearns,there are so many bigger fish to fry at BMHA, surely you have some ulterior motive for singling out Mr. Mascia. You seem to be ignorant of many things. One of them being that Mr. Mascia is much more compassionate to the problems of his constituency that reside at the BMHA complex's for exactly the same reason you are trying to "expose" him. You should really know more about your subjects before you "report" on them. As for the people at Marine Drive not answering your blog, they know you well enough to not respond to your rantings. You, pretty much, single handedly tried to destroy the reputation of the Smith's. In that case nothing was proven. You seem to enjoy trying to destroy reputations of people you either know nothing or very little about. I understand that you have quite a few undesirable things from your past. Is that why you left Buffalo? It's disappointing that the people in Buffalo took so long to realize what a cancer you were to our City. It appears that the people in your new location did not take that long to know that everything that you put your name to it usually biased and carelessly thought out. Good for them! Are there no skeletons in the closets of your new abode? Kearns, find another city to "help"? We are still trying to recover from your past "help". If you insist on targeting someone at the BMHA, and if you need some help with your investigation of the "bigger fish", try finding out which one had to resign from his position at a local bank due to his questionable loan practices with Laborer's Local 210. There is also a very interesting condo on Delaware Ave. that is frequented by some "chosen" city hall big wigs. I believe that there is also a convicted felon trying to win a seat on the BMHA board. Before I sign off on you, let me answer your question as to the vacancies and rent-arrears issues. It's pretty much what you accused the Smith's of. That being that some favored people are allowed to have their rent in arrears and some are not. Also, if your power extends that far, check on how many of the friends of the "Second Floor, BMHA and ERHDC got special treatment when they wanted an apartment at Marine Drive. Hopefully, these juicy items should keep you busy. That is if you really want to do something useful. There are more if you become bored. You're welcome!

It is unclear how ethical "Kate", "MDresident", & "Gerry" might be when they refuse to use real names & wish to be 'left alone' while living very cheaply on the waterfront, thanks to taxpayers, as BMHA spends endless millions year after year but ignores the plight of 90% of Bflo's poor not in public housing in one of the poorest & "most vacant" US cities. Marine Drive residents who claim that the complex is "unsubsidized" are simply being dishonest. The 'indirect' subsidies are very generous, as rents of $305 for one bedroom, all untilities included, with an 'adjusted income' of up to $42.9K dramatizes. The new Marine Drive website, launched about 2 years ago, initially gave important information, countering longtime 'non-transparency' there. Sadly, that important information has been removed & the website is now dormant. This is just another one of your blithering avoidance blogs that you are prone to write. You might want to check with DHCR regarding one of your ill informed statements about "subsidized vs. unsubsidized" properties. Bass Pro and the new condos that have recently been built, now those are taxpayer subsidized properties. My point was that, again, you didn't like the Smith's because they were discriminating against minorities and families and now that there are minorities and families at Marine Drive, you think it should be sold to a few "wealthier" people (Queens Landing LLC) so that they can eliminate the minorities and families. You are a piece of work Kerns. You haven't responded to one anyone's blogs. You keep repeating old news. Blah, blah, blah. You don't know who to be for and who to be against. The "promising Queens Landing initiative" residents that you were praising in one of your blogs have always been over-income but guess what, it is still going on. The bank accounts of these people do not have to be disclosed during their yearly "income affidavits" disclosures. So yes, they are wealthy enough to buy their apartments. However, the minorities and families would not be able to afford to "buy" their apartments and would eventually have to move. So, Kerns, you only get to choose one. Either your original intent was to make it possible for minorities and families to live at Marine Drive or, you think only the wealthy should live on the waterfront. You ran away when the going got rough. You took your toys and ran away. Apparently, you didn't want to stay and pursue your "social work" dream of defending the downtrodden of Buffalo. Kerns, you have heard of the Empire Zone, right? What makes you think that Marine Drive, if sold, would not be a part of that? Do your homework. Or better yet ask your friend Marilyn. We all know how accurate her information is..not. Now there's where you can start if you want to explore "unethical" behavior.

Dear Need to know more, Kerns is the investigator. Surely he has the information by now. Hopefully, he'll share it with you.It would be highly unethical of me to disclose the persons name. That's Kerns' area of expertise. I'm more than a little concerned because I thought it was common knowledge. Let's face it, with all the information regarding the x-manager of Marine Drive and the fact that only the Artvoice has printed it makes me wonder about just how much "juice" the "second floor" has with the Buffalo News and our local TV stations. Think "One Sunset and Brian Davis. Since Kerns was instrumental in turning Marine Drive over to the BHMA=Second floor he has been suspiciously silent regarding the current situation there. It wouldn't surprise me if we find out that he is also a member of "Queens Landing LLC". The ethics of the QL group is also in question as many residents who were duped into handing over between $200 and $250 to the QL group cannot get any current information regarding the status of their money. The only answer that several of them have gotten is "have you read the fine print" and that "you will proably never see your money again. Talk about a lack of transparency. This group is on the same level of the Mayor. Follow the money people.

Henry LIttle was a disrespectable man, he didn't talk to some of the residents right, he took his title to far at times, some of the ladies in the office need to go to with there smart and rude mouth,and Henry Little was a TOM anyhow, he didn't respect his own skin color or people.

As a resident of Marine Drive also with family in BMHA housing. Marine Drive provides a warm atmosphere as opposed to BMHA properties. I haven't been here long but everyone is so friendly. It feels safe here. There's the park and a toddler park. As soon as the weather broke nice, flowers were planted, the damaged lawn was repaired. The neighbors here are more community oriented. Why mess up a good thing? Since I've been here there has been upgrade after upgrade. I like the fact that there a application fee and background check. BMHA tenants can be loud, hang out at all times of night and are involved in illegal activities and tend to be violent. That is not a stereotype. There are those who live in BMHA properties peacefully, indeed. There is not a sense of community like there is here. Prove there is mismanagement by Marine Drive management and staff. Provide proof that BMHA is better than tenant-management. All summer I saw ladies tending to the gardens and flowers. Is that not proof the tenants here care where about Marine Drive? BMHA taking over will cause more problems and cause delapidation of this beautiful property. It's a shame.
