It's the Toll Booths, Not the Peace Bridge

On a bridge the safe peak capacity of one traffic lane is approximately 1,900 vehicles per hour. Assume you are observing vehicles moving at 20 milesper hour and the vehicles are spaced 60 feet apart—in one hour you will count 1,900 vehicles.
The peak capacity of one toll booth is approximately 40 vehicles per hour—assume 1.5 minutes to inspect a vehicle. If all 12 existing Canadian booths are open the booths can pass 480 vehicles per hour. This is about 25percent of the bridge capacity.
During peak traffic the proposed expansion will be nothing more than an expensive parking lot unless the number of toll booths is increased.
